Research has shown that council staff are extremely unproductive.  Two Thirds of the day has been shown to be unproductive times for staff at junior levels of city councils.

Knox D’Arcy who are behind the research have indicated that most of the problem comes from management. They are not effectively monitoring and managing the staff that they have in place.

By encouraging staff to be more productive they expect that 500,000 fewer council workers would be required to do the  same amount of work. This could save councils in the region of £3 Billion.
